APPROVATO IL PIANO DEL DIRITTO ALLO STUDIO

The Provincial Government, headed by Stan Zurlo, nella seduta del 7 dicembre scorso ha approvato, su proposta dell’assessore alla Pubblica istruzione Gianluca Marino, il Piano provinciale per il Diritto allo Studio per l’anno 2010. La somma complessiva impegnata è di 884.160 euro. Si tratta di fondi assegnati dalla Regione Calabria (Legge 27/85). L’esecutivo ha deciso si destinare il 78% della somma (circa 690.000 euro) ai comuni per il servizio mensa; il 16 % (circa 142.000 euro) ai comuni per il servizio trasporti; il 6% (53.000 euro) per il servizio di fornitura, costituzione potenziamento delle biblioteche scolastiche. In questo caso beneficiari saranno scuole e comuni.  Il servizio mensa è rivolto in favore degli alunni frequentanti la scuola dell’infanzia statale e paritaria, la scuola primaria e la scuola secondaria di 1° grado a tempo prolungato. Il contributo da erogare ad ogni comune della provincia viene calcolato sulla base della rendicontazione della spesa effettivamente sostenuta (consuntivo) nell’annualità precedente e della previsione di spesa per l’annualità successiva. Per quanto riguarda il servizio trasporto l’amministrazione provinciale intende riconoscere prioritariamente la spesa per l’acquisto dello scuolabus ai seguenti comuni: Castelsilano, Crucoli, Santa Severina. I contributi attinenti la fornitura, la costituzione ed il potenziamento delle biblioteche scolastiche, possono essere rivolti alle biblioteche di classe (dal I° al V° anno) in modo equo e, di istituto d’istruzione di II° grado solo ed esclusivamente con libri di testo per comodato d’uso da consentire approfondimenti nello studio ed utilizzo, agli alunni appartenenti a famiglie bisognose, numerose ed a basso reddito. I beneficiari, ricevuto il contributo, dovranno presentare alla Provincia di Crotone, assessore alla Pubblica istruzione Gianluca Marino, un’autocertificazione che attesti l’utilizzo del beneficio ottenuto. Entro il 30 aprile 2011 i comuni dovranno elaborare e trasmettere alla Provincia un piano comunale annuale per il diritto allo studio, documento utile ed importante per la progettazione dei servizi scolastici, famiglie, operatori e con tutti i soggetti coinvolti nei processi educational and recreational. Sono stati, inoltre, previsti contributi speciali per finanziare attività sportive di rilevanza extraterritoriale che porteranno lustro al territorio provinciale.
“Lo sport è regola e disciplina – conclude l’assessore Marino - e noi abbiamo inteso grazie a questo regolamento attenerci a questi principi, mettendo fine all’era dei contributi a pioggia alle società amiche”.
